Current Status Overview

This section offers a comprehensive view of Member States's performance on selected international indices. Policymakers can choose to visualize the country's performance through rank or score, gaining key insights into the country’s current standing on the global stage.

Current Performance Against National Targets

This section offers a dynamic analysis of Oman's trajectory from the selected base year to the most recent year for which data is available. The chart below explores Oman's progress in scores or ranks compared to their respective baseline, providing insight into the country's advancement and the likelihood of achieving the set targets for 2030 and 2040.
The figures present the set targets for 2030 and 2040, enabling policymakers to discern trends, evaluate the rate of change, and make informed projections for the country's future performance.

Policymakers can navigate the charts, focusing on either rank or score. By default, the set target for 2030 is displayed, but the targets for 2040 can be added to the figures by selecting the "target 2040" button.

  • Quacquarelli Symonds Ranking of World Universities ranks were scaled down by a factor of 10 to adjust the chart size.
  • Indices for which scores are not provided do not yet include the country's data and/or are under development.
Performance Classification Based on

The performance classification introduces a classification system that sheds light on Oman's performance variations over the past two years across selected international indices.
Policymakers can opt to explore these classifications using either the score or the rank as the basis (this choice is made by deciding on viewing Current Performances Against National Targets ‘By Score” or “By Rank”). The charts utilize a four-class system—slight improvement, significant improvement, slight decline, and significant decline—to categorize the country's performance. The classification is based on variations in score or rank, allowing policymakers to assess the magnitude of changes.

The 10% threshold, set against the last two years’ scores, acts as a pragmatic benchmark, distinguishing between slight and significant changes. This threshold offers policymakers a perspective on whether recorded score changes are likely to translate into meaningful shifts in the country’s ranking.

By default, the set targets for 2030 are reported on the charts. Targets for 2040 can be added by selecting “Target 2040”.

Performance Overlay Report

The Performance Overlay Report explores the coherence between changes in scores and ranks for selected international indices.
The table shows that shifts in scores do not invariably align with corresponding changes in ranks, and the magnitude of these changes may vary. The below table tracks these variations to provide a comprehensive understanding of the effort required to ascend the rankings. Identifying instances where scores and ranks exhibit notable inconsistencies facilitates strategic decision-making and may uncover changes in the underlying methodology of the indices.

                                                    The Distance From Set Target provides policymakers with a comprehensive understanding of the country's progress toward set targets and the necessary changes at the individual indicator level. The indices on this list are those for which reaching the set targets for 2030 and 2040 is feasible based on the country's past performances.
                                                    Begin by selecting a specific index to view the country's current performance and the necessary changes to achieve the set targets for 2030 and 2040 . Then select an individual indicator used to compute that index to view the gap and required change.

                                                    The shaded area on the figure above reflects ESCWA’s estimates of Oman's expected progress by 2030 / 2040 on the basis of an analysis of the country and its peers’ historical performances on this indicator.

                                                    Policy Recommendations

                                                    The Policy Recommendations section serves as a practical guide for policymakers aiming to affect change in individual indicators. Tailored to specific indicators, these recommendations offer actionable insights to navigate the path toward achieving set targets for 2030 or 2040 .
                                                    By default, policy recommendations are offered for the index and individual indicator selected at the previous stage but policymakers can explore options to influence other individual indicators used to compute the selected index using the drop-down list.

Providing a fully comprehensive list of policy options is beyond the scope of this work and other options should be explored.

                                                    The policy recommendations provided herein have been tailored to accommodate the circumstances of each country to the best of our knowledge and expertise. Nonetheless, it is imperative to acknowledge that further refinement may be warranted, necessitating consultation with policymakers, stakeholders, and practitioners directly involved in the field. Furthermore, we highly recommend conducting a comprehensive evaluation of the efficacy of policies, programs, and actions implemented thus far vis-à-vis their intended objectives. It is important to emphasize that the exhaustive compilation of policy recommendations addressing all development challenges, gender disparities, cross-governorate gaps, and policymaking options falls beyond the purview of this project. Therefore, users are urged to exercise their judgment and seek additional consultation as deemed necessary.

                                                    As much as possible, policy recommendations are selected to avoid redundancies across similar or complementary indicators. As an example, in the case of the E-Government Development Index, attempt was made to avoid redundancies across the individual indicators referring to expected years of schooling, mean years of schooling, adult literacy and gross enrollment ratio. Hence, for a thorough analysis of the country’s performance, policy recommendations pertaining to all similar or complementary individual indicators, sub-dimensions, pillars and dimensions, should be consulted.

                                                    For a comprehensive analysis of the country performance, international indices strongly correlated to the Oman should also be consulted. The top 10 of which, available on ISPAR, are:
